ircII help: dcc talk

Usage: DCC TALK <user>[@<host>]
  DCC TALK initiates a talk connection to the user at the named host,
  or responds to one initiated by that user if one exists. Messages
  are sent across a DCC TALK connection with DCC TMSG or MSG @user
