ircII help: dcc tmsg

Usage: DCC TMSG <user>[@<host>]
  DCC TMSG sends a message across a talk connection to the given
  user. If only one connection with the given username exists, the
  host need not be supplied. Another way of doing this is with
  MSG @user[@host].
