Usage: ON [#|+|-|^|&|@]ACTION [-|^]<paramters> <action>
  This is activated whenever you receive an ACTION from someone.
  The parameters for the action are as follows:
    $0    nickname of person who sent the ACTION
    $1    to whom (nickname or channel) the ACTION was sent
    $2-   The message
