ircII help: on notify_signon 

Usage: ON [#|+|-|^|&|@]NOTIFY_SIGNON [-|^]<parameters> [action]
  This is activated when someone on your notify list (see
  NOTIFY) signs onto irc.  The parameters to the action are:
    $0  Nickname of person who signed on
