ircII help: on send_talk

Usage: ON [#|+|-|^|&|@]SEND_TALK [-|^]<user[@host]> [action]
  This is activated whenever you send a TALK MSG to someone else.
  The parameters for the action are as follows:
    $0    user[@host] of person to whom you sent the DMSG
    $1-   The message itself
