ircII help: set clock_24hour 

Usage: SET CLOCK_24HOUR [ON|OFF|TOGGLE]
  When ON, the status line clock will be displayed in 24 hour
  format.  When OFF, the status line clock will be displayed in
  12 hour format with either AM or PM after it.
