ircII help: set flood_users

Usage: SET FLOOD_USERS <number of users to monitor>
  FLOOD_USERS sets the maximum number of users you can have 
  flood protection from at one time.  If this number is too large, 
  you may see performance degradations and the flood protection 
  might not work as well as it should.
