ircII help: set flood_warning

Usage: SET FLOOD_WARNING [ON|OFF|TOGGLE]
  If ON, you will see a warning when flood protection 
  is activated.  This is used in conjuction with:
    ON ^FLOOD *
  which otherwise will simply cut off flooding messages
  without a warning to you.
