ircII help: set help_path

Usage: SET HELP_PATH <Path to help files>
  This path points to the location of the directory containing
  the help files. e.g.
    SET HELP_PATH /usr/local/lib/irc/help
  If no help directory is found then the client will query
  the service pointed to by HELP_SERVICE for help.
