ircII help: set notify_level

Usage: SET NOTIFY_LEVEL [ALL|NONE|[-]<level> [-]<level> ...]
  The setting of this variable determines which the default
  notify_level for windows. See SET LASTLOG_LEVEL for explanation
  of available flags.
