ircII help: set use_old_msg

Usage: SET USE_OLD_MSG [ON|OFF|TOGGLE]
  This will tell the client to use a VERY VERY old syntax for
  sending messages to channels which is no longer supported.
  It went out with 2.6 servers I believe.
